They write that there will be a "time-limited" transition period that would "further our national interest and give business greater certainty", but insist that Brexit will not be halted.
British ministers are to publish a new series of detailed papers setting out their aims for the Brexit talks amid criticism about a lack of clarity on the government's negotiating position.
In what seems as an effort to lessen those fears, the ministers write: "We believe a time-limited interim period will be important to further our national interest and give business greater certainty - but it can not be indefinite; it can not be a back door to staying in the European Union".
The ministers added that once this transition period was over, "we want a permanent, treaty-based arrangement between the United Kingdom and the EU which supports the closest possible relationship with the European Union, retaining close ties of security, trade and commerce".
It added that businesses should be assured there would be no "cliff edge" despite fears expressed that the UK could crash out of the EU without reaching a deal, which would see UK-EU relations revert to World Trade Organisation rules. Hammond, who campaigned to remain in the European Union prior to last June's vote, has publicly made clear that he favours a softer Brexit numerous times, and is believed to have frequently clashed with May over her approach to leaving the bloc.
The UK government said it was preparing several papers, including plans for a new customs arrangement and for the border between Ireland and Northern Ireland.
However, Sunday's joint article appears to be an attempt to put to bed rumours and reports that May's cabinet is deeply divided on what kind of Brexit Britain should be looking at.
Meanwhile, former Labour Foreign Secretary David Miliband has called for politicians on all sides to unite to fight back against the "worst consequences" of Brexit.

Secretary of State Rex Tillerson has also sought to promote dialogue and diplomacy over military action. Mattis paused for a long moment Thursday before discussing the possibility of nuclear confrontation.
Mr Miliband, who narrowly lost out to his brother Ed in the 2010 Labour leadership contest and who now heads the International Rescue Committee relief agency in NY, described the outcome of the 2016 referendum as an "unparalleled act of economic self-harm".
"We've been crystal clear that issues around our withdrawal and our future partnership are inextricably linked, and the negotiations so far have reinforced that view", a source in Britain's Brexit department said.
"The referendum will be no excuse if the country is driven off a cliff".
David Davis, the Brexit secretary said the publication of the papers, which will begin this week, would mark "an important next step" towards delivering last year's referendum vote to leave the EU.
