The attack had harrowing echoes of an attack on London's Westminster Bridge when 52-year-old British Muslim convert Khalid Masood rammed his auto into pedestrians before crashing into the barriers surrounding parliament and then stabbing a police officer to death.
A taxi driver told the BBC that three men got out of the van with long knives and "went randomly along Borough High Street stabbing people".

At 10.08 p.m. BST Saturday night (5.08 p.m. ET), London Metropolitan officers responded to reports of a vehicle colliding with pedestrians on London Bridge.
In March, a knife-wielding man went on a deadly rampage in the heart of Britain's seat of power, plowing a vehicle into pedestrians on London's Westminster Bridge before stabbing a police officer to death inside the gates of Parliament.
Police also responded to an incident in Vauxhall at 11.45pm but later said this was a stabbing unrelated to the two terrorist incidents. The Vauxhall stabbing is not connect to the incidents, they tweeted.
Armed police are reportedly sweeping the affected areas in search of another suspect.
U.S. President Donald Trump has been briefed on the situation and offered his support for the United Kingdom in a tweet Saturday.
"Whatever the United States can do to help out in London and the U".
They are working closely with British Transport Police, City of London Police, the London Ambulance Service and the London Fire Brigade.
"We believe three people were involved but we still have some more inquiries to be 100% confident on that".
Armed police and paramedics have flooded the area, erecting a huge cordon, with the incidents both described as acts of terrorism by the Met.
