So if North Korea is willing to stop taking actions to defend itself then the United States might talk to them.
Over the weekend, North Korean officials said they're open to talks under the right circumstances, but U.S. officials say that missile launches like this one shatter the prospect of dialogue at least any time soon. No doubt the USA would like to talk about verification of the dismantling of the North's nuclear and missile program.
In the past week or so, there are growing indications that the missile and nuclear capabilities of the gleefully belligerent North Korean regime are moving forward at a faster clip than Western analysts previously predicted. As the North is nearly certain to reject the conditions for talks, the USA will pursue punishing it by ensuring that the United Nations imposes harsher sanctions.
This month, North Korean state media warned China was crossing a "red line" in relations between the two countries, as Beijing danced "to the tune of the USA". We don't have it done yet.
There should be no doubt that China has the means to crash the North Korean economy, if it wants to.
