So if North Korea is willing to stop taking actions to defend itself then the United States might talk to them.
Over the weekend, North Korean officials said they're open to talks under the right circumstances, but U.S. officials say that missile launches like this one shatter the prospect of dialogue at least any time soon. No doubt the USA would like to talk about verification of the dismantling of the North's nuclear and missile program.
In the past week or so, there are growing indications that the missile and nuclear capabilities of the gleefully belligerent North Korean regime are moving forward at a faster clip than Western analysts previously predicted. As the North is nearly certain to reject the conditions for talks, the USA will pursue punishing it by ensuring that the United Nations imposes harsher sanctions.
This month, North Korean state media warned China was crossing a "red line" in relations between the two countries, as Beijing danced "to the tune of the USA". We don't have it done yet.

China has strongly opposed THAAD, saying it can spy into its territory, and South Korean companies in China have been hit by a nationalist backlash over the deployment.

Later in the song, they refer to South Korea, saying, "this time, kid, you're going too far" and "your big brother's annoyed", a nod to China's view of itself as the pre-eminent political and economic power in northeast Asia.
The comments came hours after the South, which hosts 28,500 U.S. troops, said it wanted to reopen a channel of dialogue with North Korea as Mr Moon seeks a two-track policy, involving sanctions and dialogue, to try to rein in its neighbour.
"North Korea launched a missile four days ago and claims to have succeeded in launching an intermediate-range ballistic missile", said Moon, speaking at the South Korean Defense Ministry.
Throughout the election campaign, Moon called for deployment of THAAD to be halted and the decision about its future to be taken by the new government and the country's parliament. However, it is already in place and working.
North Korea has feted the scientists and technicians behind its latest missile launch with a parade on the streets of Pyongyang, the state news agency reported on Friday.
