The president also repeated his calls for China to play a larger role in helping pressure North Korea, a dictatorship whose nuclear weapons program has caused deep consternation around the world and created special tension with the United States.
USA officials familiar with the review told the Free Beacon that Iran's continued support for terrorism has become a sticking point for the Trump administration as it reviews the agreement and the previous administration's policy toward Iran.
Mr Trump has described the landmark agreement as the "worst deal ever".
Aside from the nuclear deal, Trump accused Iran of destabilizing the Middle East and wreaking havoc in Yemen, Iraq and Syria.
However, Tillerson emphasized that Iran continues to be the world's leading state sponsor of terror.
The National Iranian American Council (NIAC) saidWednesday that President Trump could effectively rip up the accord, by violating its terms on sanctions.
The letter did not say how long the evaluation would take.
Tillerson also appeared to sketch out the terms of such diplomatic engagement, suggesting that the USA would not offer aid for concessions from North Korea as has been done in the past.
Hours before he declared Iran nuclear deal a failure, Tillerson sent a terse letter to the US House of Representatives speaker Paul Ryan, saying the administration has ordered an inter-agency review of whether the earlier suspension of sanctions, which was a necessity under the 2015 nuclear deal, was in the US' national security interests. But the US must decide next month whether to renew a waiver so that Iran can continue receiving sanctions relief. Tillerson spoke a day after certifying to Congress that Iran is complying with its obligations under the 2015 deal, a requirement for Tehran to continue receiving relief from nuclear sanctions.
"The JCPOA was meant to provide economic relief to Iran in exchange for their suspending their nuclear program", the official said.
Tillerson added that the JCPOA ignored all other serious threats from Iran.
Iran has yet to comment on the Trump administration's latest round of criticism, but Iranian Supreme Leader Ayatollah Khamenei has warned that Tehran would retaliate if the United States breached the nuclear agreement.
Until recently, the White House has suggested that it would pursue a harder-nosed version of the Obama administration's approach to implementing the nuclear deal, honoring but more stringently enforcing its terms.
As long as Iran refuses to allow the IAEA unfettered access to all military sites, it is not in compliance with the JCPOA and the worldwide community can not be confident that Iran's nuclear weapons program has been halted.
The agreement was effectively dead before Trump took office after Congress refused to ratify it.
