The main opposition party rejected the result and called for the vote to be annulled.

The pro-Kurdish opposition Peoples' Democratic Party said it presented complaints about unstamped ballots affecting 3 million voters, more than twice the margin of Erdogan's victory. They found that the opposition campaign had been restricted and the media coverage was imbalanced, and that the electoral authority had unfairly changed the rules after polls had opened.

The fraud allegations stem from a decision by the board on Sunday to count as valid some 1.5 million ballots with no official stamp thus inciting anger of the opposition and drawing criticism from the worldwide observers. Opposition parties have complained of a series of irregularities, particularly an electoral board decision to accept ballots without official stamps, as required by Turkish law.

A prosecutor will now consider whether to press charges against Guven.

Before the announcement, Prime Minister Binali Yildrim said the opposition had the right to file objections but said that calling for street protests was unacceptable.

Some 2,000 protesters in Istanbul Wednesday evening demanded the resignation of the electoral board and chanted "Don't be silent, shout out, "no" to the presidency".

The "yes" camp won 51.41 percent in Sunday's referendum on a new presidential system and the "no" camp bagged 48.59 percent of the votes, according to near-complete results released by the election authorities.

The party said it planned to appeal to Turkey's constitutional court and, if it is unsuccessful there, then the European Court of Human Rights.

Earlier, 19 people were detained for allegedly using the results of a constitutional referendum as an "excuse" to organize "unauthorized demonstrations", official Anadolu news agency reported.

Monitors from the Organization for Security and Cooperation in Europe, who also listed numerous irregularities, said the board's move undermined important election safeguards.

"We look to the government of Turkey to protect the fundamental rights and freedoms of all its citizens - regardless of their vote on April 16 - as guaranteed by the Turkish constitution and in accordance with Turkey's global commitments", the State Department said in a statement.

Erdogan has dismissed the criticism from the observer mission, telling the monitors that they should "know your place". "From the German government's point of view, Turkey must. clear up the questions that have been raised".

U.S. President Donald Trump called Erdogan to congratulate him on his referendum victory and to thank him for supporting a U.S. missile attack on Syria in response to a chemical attack by Syrian government forces on April 4, the White House said in a statement.

"The tight referendum result shows how deeply divided Turkish society is, and that means a big responsibility for the Turkish leadership and for President Erdogan personally", said Chancellor Angela Merkel and Foreign Minister Sigmar Gabriel in a joint statement.
