Reuters reported on Wednesday that the Moscow-based Russian Institute for Strategic Studies (RISS) had provided the framework and rationale for what USA intelligence agencies have concluded was an intensive effort by Russia to interfere with the November 8 election.
The first document, which was written in June, reportedly calls for Russia to launch a propaganda campaign on social media and Kremlin-backed news outlets, such as Russia Today and Sputnik, to elect a president who would take a friendlier approach toward Russia.
The report said the think tank produced two documents.
"Putin had the objective in mind all along, and he asked the institute to draw him a road map", according to one former senior USA intelligence official. The second document, which was written in October, is said to conclude that Hillary Clinton would probably win the election, so Russian Federation should start pushing voter fraud claims to undermine her presidency.
