The governors of Wisconsin and NY sent Trump a letter Tuesday urging him to take action.

The U.S. dairy groups, however, said their difficulty in exporting dairy products to Canada were a "direct consequence" of Canada's National Ingredients Strategy and new Class 7 milk pricing program.

Earlier this week, Canada's envoy to Washington returned fire after Trump and American milk producers declared war on the Canadian dairy industry.

The US dairy industry says that agreement led to Wisconsin and NY companies losing millions of dollars in ultra-filtered milk exports due to a drop in demand for the ingredients from Canada.

American groups say that agreement means United States exports of these high-protein milk products are being elbowed out of the Canadian market for a domestic supply, costing USA farm jobs.

"We're also going to stand up for our dairy farmers", Trump said in Kenosha, Wisconsin. Some New York producers are also affected.

"New York's dairy farms are essential to the strength of our agricultural economy, and these regulations are already having a devastating effect on our dairy farmers and their families", Gov. Cuomo said in a statement.

"We go to the table with Donald Trump right now with one hand, one arm, tied behind our backs", said Hall Findlay. This week, he reiterated his desire to negotiate or eliminate NAFTA, the agreement forming a bilateral trade bloc between the US, Mexico, and Canada.

Lumber has been a trade irritant between the two nations for generations, so it's little surprise it would be singled out by Trump.

Trump also criticized the US trading regime, which calls for a waiting period, and consultations that can stretch to three months or beyond.

He also defended one of the Canadian policies that's been panned by US officials - the National Ingredient Strategy.

He said he expects three-way talks on the trade agreement, but said there would be a number of ongoing bilateral talks on issues that affect Canada and the US, but not Mexico.

Wolf says Canada's dairy supply-management system has been attacked by other countries like New Zealand and Australia and it will be breached by the trade agreement with the EU which will allow European cheeses into Canada.

"They (governors) want to be seen to be standing up for their dairy farmers and I think the Government of Canada wants to be seen to be standing up for its dairy farmers", he said.

Earlier Thursday, Freeland spoke at an event in Toronto where she said that, broadly, she feels "very good" about the U.S. The U.S. exported $98 million worth of milk protein substances, including diafiltered milk, to Canada in 2016.

"Dairy is a very small part of the total trade with Canada, there's an bad lot more that happens even within agriculture than just dairy", said Mark Stephenson, director of Dairy Policy Analysis at the University of Wisconsin-Madison.

North Korea on "Maximum Alert"
USA officials have long speculated that North Korea could soon stage another nuclear test or carry on with missile tests. The new forum for trade talks was launched by Trump and Abe during the Japanese leader's visit to the U.S.in February.

In his view, there is a significant market opportunity for softwood lumber in China, the second-largest importer of the Canadian wood behind the USA, which accounts for 78 percent of Canadian exports compared to China's 13 percent share, according to Canadian government figures.
