Airlines has announced to compensate all passengers on the flight in which a passenger was forcibly removed from his seat after refusing to give up his seat on an overbooked flight.
The flight was loaded and preparing to leave Chicago's O'Hare International Airport on Sunday when the man was dragged off.
The incident attracted a storm of negative publicity for United, as did their initial handling of it in the immediate aftermath.
Munoz called the incident a "system failure" and said United would reassess its procedures for seeking volunteers to give up their seats when a flight is full.
Munoz had initially defended his staff's actions and described Dao as "disruptive and belligerent".

The airline's chief executive, Oscar Munoz, is insisting he will not resign. He promised that a city investigation would "ensure nothing like this ever happens again".
One of the officers could be seen grabbing the screaming man from his window seat, across the armrest and dragging him down the aisle by his arms.
But on Wednesday, Munoz walked back such language, saying he did not blame Dao for what happened.
Paul Callan, a civil and criminal trial lawyer in NY, said Dao has at least two potential claims against the airline: a personal injury claim for assault and battery, which could also target the police; and a contract claim.
Quinn said that under the passenger contract, removing Dao from the plane while it was still at the gate was no different from denying him boarding.

That is not who our family at United is, and you saw us at a bad moment.
He pledged a full review of the circumstances, and said: "No one should be mistreated this way", ABC News reported.
Dao also tells officers he'd rather go to jail than willingly leave the plane.
Munoz reiterated his regret at the incident, which mushroomed into a global public relations disaster after video showing passenger David Dao, 69, his face bloodied, being dragged off the plane went viral. Two more officers were suspended Wednesday.
